Howland attended the Rochester Institute of Technology, graduating in 1941 with a Fine Arts degree. He served as Artist Preparator at the Rochester Museum of Arts and Sciences and the New York State Museum at Albany. His artwork appeared in the original cover for The Kingbird, numerous children’s books, and as the logo of The Federation of New York State Bird Clubs for fifty years.**
